Anonymous setting - MS Forms

Can someone help me by any chance? ;( 

I created a survey through Microsoft forms.

1. I want to make the survey anonymous, but the button is disabled. I can only click on the button asking if I want to ask a question to someone in the organization. Can't I change the survey I already made to anonymous? 

2. Eventually, I created a survey anonymously with a new form, and when I tested that link, I got a page telling me to log in.
I definitely chose to be able to write everyone (anonymous, no login required)

I ask for your wisdom and help.

To answer

1: Once a survey is created, you can change the survey to anonymous. The setting is the first one "Anyone can respond"

2. Perhaps its a licensing issue and not all features are available. Is is a company/organization account or a personal account
