Staff access greyed out

Hello

We are unable to edit the permissions of some staff members after they have been created. See screenshot below, it is greyed out and we cannot click on it

Some staff are editable whilst others are not. Why is this?

Short of deleting the staff member and recreating, is there a way around this?
