Trying to bulk import Gmail contacts into Outlook - cannot open CSV file

I want to import my Gmail contacts into Office 365 Outlook.  I've run the exporter in Google Contacts and a CSV file has been created.  But when I try to import it into Outlook, I get:

"A file error has occurred in the Comma Separated Values translator while initialising a translator to build a field map.  Outlook was unable to retrieve the data from the file "C:...........\contacts.csv". Verify that you have the correct file, that you have permission to open it, and that it is not open in another program"

The file exists in my Downloads folder.  If it was open in another program, I'm sure it isn't now as I re-booted.  Regarding permission to open it, I can open it in Excel OK.

Does anyone have any suggestions, please?
