Powerpoint - Insert a chart

I keep getting this notification when I try add a chart into Powerpoint. Excel is not open and there are no open cells in any workbooks. All dialogue boxes are closed. Any idea what I can do to add a chart?

What is the version of excel and PowerPoint installed?
Do you get similar issue when using PowerPoint on the web?
What is the behavior after updating excel and PowerPoint to the latest version?
