Impact of changing exchange online licenses
Hi,
I wanted to know if someone wants to replace licenses from Exchange Online Plan 2 to Business Premium (which includes Exchange Online Plan 1), will there be any impact on the user's mailbox? Or will there be any kind of data loss? And what is the best practice or procedure in replacing the licenses?
Also, what will happen if a user's mailbox is kept on litigation hold and then the license is downgraded to Exchange Online Plan1
You can go to Office 365 Administration and swith license for the user. The user mailbox will lose all Exchange Online Plan 2 features not present in Plan 1. Check differences here:

Exchange Online Plan 1 doesn't Support Holds, unless you purchase and activate Archiving for the mailbox

If you do not use features of Exchange Online in Plan 2 has P.R. Ortiz said, you can just switch licenses.
Important Note: Change the license in the same operation to evict downtime of the mailbox for the user.
