Does Translate work on outbound Outlook 365 messages?

I have a user who needs to translate Outlook 365 Emails before sending. I found a thread on Microsoft Community that implies I should be able to do this (https://answers.microsoft.com/en-us/outlook_com/forum/all/translate-outgoing-outlook-mail-before-i-send-it/a998569f-66b9-4107-a87a-6c7154ec6e17). 

 

When I try clicking Review > Language and click on the language icon in the ribbon, I only see options for "Set Proofing Language" and "Language Preferences" and no options to translate. I have set my ribbon to display Translate in the ribbon's Review tab, but it doesn't seem to make any difference.

 

In Outlook 365 Translate works fine on received messages but not when sending messages. In Word 365 the Translate function works as expected (and described in the thread).  Was the functionality of Translate changed so it only works on inbound messages?  If it is possible, how do I get this running for outbound messages?
