From what I understand of this site: https://www.microsoft.com/licensing/terms/productoffering/Microsoft365/EAEAS
you should be eligable for a Copilot-license, as long as you have a Microsoft 365 Business Standard/Business Premium/E3/A3/E5/A5 or Office 365 E3/A3/E5/A5 license.
