I am having the same issue, I have no "reference a file" button in Word, CoPilot, Powerpoint, or Word online. I was online with Microsoft help for hours and the agent did not know anything about how to fix it and sent me to this forum, where there is also no help to fix it.

Hello Jenni, thank you for your answer, reading the documentation I found out, that is not available for Copilot Pro and Microsoft 365 Personal-Family users, only for Microsoft 365 Copilot users, which is very unfortunate.

In the compose box, you can also enter "/" and the name of the file you'd like to reference, which will update the file options shown in the menu for selection. This feature only references the files you select, not any other organizational data."
