Please try follow:
1. Clear Cached Credentials
2. Ensure latest update of Office
3. Recreate Outlook profile
4. Check Account default setting if Multiple Accounts
5. Check Time and Date Settings

A repair of the Office installation fixed the issue. But these steps were a good start.
