Reset Pin from sign in page without password

We have recently gone passwordless in our organization, and for the most part we have not had any issues.  One came up today where a user forgot their pin, and when they click forgot your pin, it asks for your password.  They do not have a password.  How can we reset a pin from the login screen without a password?
