Enabling SMS changes default authentication method

We want to be able to add SMS as a backup authentication method for our users, some still only have Symbian phones. So, in Azure AD Service Settings. We add Text message to phone as a verification option. But after re reset a test users MFA the default option goes to SMS and not authenticator app. Is there a way we can switch it around or change the default authentication method? I've looked around but cannot see an option anywhere.

Solution

Just figured this out. This is issue stemed from SSPR. Microsoft has joined MFA and SSPR together so looks different. We've put this back and all works fine now.
