Restriction on sending of emails between two organisation units

I have got exchange server confgured for my domain. In my domain there are two organisation units i.e. Operators and maintainers. I need to restrict the two OUs to send and receive emails to each other. How can i acheive this .

I would look at mail flow/transport rules with a block action.
