Do you mean co-authoring mode under "someone else accesses the workbook", or the same is for single editing mode? And do such users have full access to Libro2.xlsx file, i.e. may open it in Excel without any issues?

Yes, all of them have full access and are able to edit. Additionally, Libro2 opens without any issues.
