Unable to open the external sso enabled link in excel. It opens 2 tabs in the browser

I have a angular and nodejs based application with IBM SSO enabled link in the excel and when I try to open the link then the link opens 2tabs in the browser to login. When clicked on the login it is breaking.

Why it is opening 2 tabs.

What is the main cause of the issue. I have updated the excel to latest version still the issue persists.
