Unable to enter into a unlocked cell on a Protected sheet
A little more information would be helpful.
"downloading the file from our website."
What website? is it corporate sharepoint? Cloud?...or something else?
Have you checked if other users with the same version of Excel and the same operating system are experiencing the problem?
"who is using Excel M365" which Excel version exactly?
Check the versions of Excel and Windows on both computers to make sure they are up to date.
It would be possible (hard to imagine but not impossible) that something has changed in the version of Excel M365 that the user is using, especially if they recently upgraded to Windows 11.
Additionally check if it is a specific problem with the downloaded file.
Create a new test file with cells unlocked and sheet protection and let the user try to download and edit it.

NikolinoDEI'll try to answer a few questions now and I'll work on some of the suggestions you made.
Users log into a portal on our Government website and download files that are generated specifically for them. The portal was built in-house. The file is not being downloaded from SharePoint or any other cloud service. Even when a file is emailed to this individual, they have the same problem.
We have not received any reports from other users having the same problem. There are many users across many local governments they download these files. We will have to see what happens over the next few months.
The person is using Excel 365 version 2104 (Build 13929.20296). I'll ask him if he can reinstall or upgrade his version of Excel.
I'll create a test file to see if there is a problem specific to the file. I was able to use the file on my computer before I emailed him a copy.
