Trying to combine two adjacent text column cells with &&

I am trying to combine adjacent column text cells using "combine data with the Ampersand symbol (&) but no matter how I try it just doesn't work.  Followed the excel help video but it just doesn't work.  Can anyone out there assist please.

    It's hard to add something new to all manuals and not clear what's wrong without knowing how exactly you use the formula. In general it looks like
