Transforming special characters into accented characters

Hello,

I hope someone will be able to help me further.

I am trying to open a .csv file in Excel 365 with special characters and I need to convert it into UTF-8 code to read all accented characters.

I followed instructions with Power Query but the special characters are still there and the conversion does not work.

Below an abstract of the file with examples of red circled text with special characters.
