Side by Side View of Worksheets: synchronous scrolling icon faded and not ressponding

I am trying to follow the instructions for viewing two separate worksheets in the same workbook, side by side with synchronous scrolling.  However, when I follow (?) instructions, the sync icon is faded out and not responding.  Only the "View side By side" icon is functioning.
