Queue

On google sheets, is there a way to create a queue for users to access a dashboard via google sheets. I have a query function creating a dashboard pulling from a separate master sheet. It has multiple users and gives them access to view their roster. Want to create a way for them to use the dashboard one at a time and while one user is looking up information, other users are not able to change as the only cell that can change is drop down list of all users.
