Project Plan query - If Formula

I am utilizing Excel for a Project Schedule.

Column E has the task start date

Column F has the task due date

Column H has the % done (to be completed automatically by task owner).

Is there a formula that I can use, so that the if column H (%) is not at 100% by the due date (Column F), that Column F turns red?

=AND(F2<=TODAY(),H2<>1)
