Problem opening .xltx file

We have founded a  problem trying to open a xtlx file downloaded from internet.

If you click on "activate ... " to enable modification, Excel open a new empty worksheet and the original one cannot be modified.

 

This issue happens on Microsoft 365 on Windows 10.

Everything is OK on Microsoft 365 MacOs.
