On excell spreadsheet I canot scroll up past row 134

One additional place to look: Right-click the worksheet's tab and choose "View Code". Then in the properties pane, look for ScrollArea. It should be empty.

I would try/check 3 things:

HIDDEN: Select all and then right click on the numbers on the left and select Unhide. 

FILTERED: Under Data under the Sort & Filter group click on Clear.

FROZEN: Under View in the Window group, select the Freeze Panes and choose Unfreeze Panes
