Need help replicating a 100% stacked column from CDC

Hi, I am attempting to recreate the attached graph, which can be seen on the CDC COVID data tackers wastewater surveillance section alongside a downloadable .csv. I know that it is a 100% stacked graph but I cannot figure out how to format the data correctly. Could really use some help.
