Insert rows in a protected sheet
My sheet is protected. Protection allows insert/delete rows. Cells are not locked. Insert/delete is not available when I try to select a row.
Are you sure that ALL cells in an entire row are unlocked? If so, you should be able to delete such a row. If at least one cell in a row is locked, you won't be able to delete that row in a protected sheet.

There are locked cells in the row. I will have to live with the inability to let a user insert/delete a row.

If your users open the workbook in the desktop version of Excel om Windows/Mac, you could create a macro that
- Unprotects the sheet.
- Inserts a row or rows at the current selection.
- Protects the sheet again.
You can assign the macro to a command button and/or a keyboard shortcut and/or a Quick Access Toolbar button.
