When I type the data in the spreadsheet cell and press Enter, this appears: External Data Connections have been disabled.
When I then click on Enable Content I get this error: Unable to get updated values from a linked workbook.
How to solve this situation?

This Link describes the formula syntax and usage of the HYPERLINK function in Microsoft Excel.
Excel for the web the HYPERLINK function is valid for web addresses (URLs) only. Link_location can be a text string enclosed in quotation marks or a reference to a cell that contains the link as a text string.
If the jump specified in link_location does not exist or cannot be navigated, an error appears when you click the cell.

It looks like
- you have links on another workbook
- when you add data to cell, worksheet is recalculated
- "Enable Content" is default behaviour
- after enabled, Excel tries to get data from another workbook but can't find it
You may check Workbook links in Data section to check them
