How would you create a userform like this in Excel web version ?

I need the info from an excel sheet with 20+ columns to be displayed in a custom format when I click on the first cell of each row.

I saw it done in Excel desktop with VBA. I'd like to know if it's possible in web version, and if it is, a rough picture of implementing it.
