There is no link between the function and date format. Dates in Excel are just sequential integer number, and format is only to make them more familiar for human being. Manually you may add date in it's format and i behind Excel converts it to integer. In opposite function returns an integer and Excel shows it in applied to the cell format.
I'd recommend to use DATE() to avoid issues with locale formats.
