How to format based on one column for each row?

I have data as below:

 

NamePercentage
Name 190%
Name 270%

 

And I'm looking to set up conditional formatting so that anything above a certain percentage, the entire column is filled red. Likewise, anything with a certain range I want to fill yellow.

 

I can figure out how to set a rule for one cell, but am unsure of how to autofill this for the entire table. 

 

How would I go about this?

That could be such rule

applied to your entire range. Be sure about absolute and relative references in formula.
