How do I enable previous version feature

I saved over an Excel file and wanted to recover a previous version but there were none available. I have Save AutoRecover information set to every 5 minutes which may be associated with the Recovery Window when opening Excel again after a premature failure but apparently does not enable Versioning.

As I have many Excel files I hoped there would be a global option to enable the feature on all files created and saved.

Versioning is available when the file is saved on OneDrive or Sharepoint.
