Horizontal Axis labels not corresponding

How can I have the horizontal axis labels be "Very low, Low, Neutral, High, Very High"? Instead of the numbers as it is at the minute.

The Edit button on the Select Data window for the Horizontal (Category) Axis Labels is also greyed out and disabled.

Attached are screenshots of the chart showing the problem, and the "Select Data" window, which for some reason does show the Horizontal Axis Lables as "Very low, Low, Neutral, High, Very High"

@Giggsy123 Use a regular Line chart in stead, suppressing lines (i.e. only show markers), if you want to put the labels on the X-axis. See attached.
