Fractionner une cellule sur Excel
I'm also using an M1 Mac (the Mac Mini to be specific)...had never realized all of those tools were there to be added to custom tool bars until your question. I was able to go through the steps you described, add a tab to the tool bar (see image below) and put Split Cell into it. It ends up, however, being labelled "Unmerge Cells" which may be the key to why you're not able to split cells.
My guess as to what's going on is that what it really does is not to split A1 (as an example) into A1a and A1b --what, after all, would you call the resulting cells after such a split?! What it does is UNMERGE when you decide, after merging A1 and B1 (which is addressable in formulas as A1), that you'd rather restore them to their original separate identities.
All that having been said, I was able to add a feature to the tool bar with "Unmerge Cells"--formerly Split Cells--as a button on that toolbar.
It is also the case that the "Unmerge Cells" button is available on the home toolbar. But again, THAT is what it is; not really a button to split "normal cells"

De plus, toutes mes excuses de ne vous répondre que maintenant, il est vrai que ce n'est pas très poli, mais je n'ai pu me mettre devant mon ordinateur qu'aujourd'hui.
Malheureusement, je ne suis pas plus avancé, en revanche je suis content que vous ayez pu découvrir de nouvelles fonctionnalités.
Pour ma part, je vais continuer de chercher car je me souviens qu'il était possible de diviser une cellule soit horizontalement, soit verticalement, soit même en diagonale.
A la limite, je reviendrais vers vous si cela vous intéresse et si je trouve bien entendu.
