Format a date the way you want

https://support.office.com/en-us/article/format-a-date-the-way-you-want-8e10019e-d5d8-47a1-ba95-db95123d273e

The above does not work. If you open a new workbook and enter "2/2" in a general cell excel applies a default date format of dd-mmm resulting in 2-Feb despite the short date format being set as yyyy/mm/dd in region settings of the control panel.

Is this a bug? Is there any way to change this behaviour even if it means dipping into the registry or system config files?

I'm afraid if you type 2/2 Excel automatically applies a built-in custom date format which contains just the day and month and thus resembles your entry, namely d-mmm. I'm afraid there is no way to avoid this other than by formatting the cells into which you want to enter this using the number format you do need.
