Excel to SMS

Hello, I am using MS Office Pro Plus 2019. I am trying to formulate a link between entering a "Yes" or "No" function into a cell that would identify either, and send an appropriate SMS message as a response. Is it possible to to have a cell formula activate the Excel to SMS function?
