Excel query - External link to specific row in Excel spreadsheet

I have two documents: an external programme table and an Excel spreadsheet. At the moment, my hyperlink in the non-Excel document opens the Excel spreadsheet but places the cursor at the top of the sheet.  I would like it to place the cursor at a specific row that corresponds to the table containing the link. 

The two documents have a common column called Reference.

Is it possible to hyperlink to a particular row in that sheet from an external programme?

Clarification - Programme means software package.
