Excel Grouping Indentation

I am grouping rows within Excel.  I would like rows 58 through 69 to be level 2 with no level 1 grouping for those rows.  But I wish those rows to close and open with the 2 button.  I am sure I have done this before in the past, but I can't remember how I did it.
