Excel Date Mapping

I am trying to write some logic to populate the yellow above. Have tried various options but keep hitting blocks. Anyone able to help?

Perhaps with COUNTIFS:

=IF(COUNTIFS(employee,$A9,Start,"<="&B$8,End,">="&B$8)>0,"H","")
