Duplicate values conditional formatting changing order

Hi community. I have the attached conditional formatting set up in a big table, where the duplicates value is in the top, as that have highest priority (picture 1). But, when I delete a row anywhere in the table, the duplicate value condition gets pushed to the bottom (picture 2). I have tried several times to move it back up, but this keeps happening. I cannot find anywhere how to prevent this. Please help!

@kdravn_1 but you can change the order back to how you want it by selecting a rule and pressing the up or down arrows to the right of the "Delete Rule" button.

Hi. I've modified the post, as I have tried this but the change of order keeps happening.
