CSV UTF-8 not producing double air quotes in Excel

I need to produce air quotes around values (in EXCEL), so I've been saving my files as CSV UTF-8 (Comma delimited) (*.csv) format.
Whenever I go to open that same saved file in excel, notepad or wordpad, the air quotes aren't there.
So I formatted my cells to produce air quotes and the the air quotes are produced around my values. So rinse and repeat, save file as CSV UTF-8 (Comma delimited) (*.csv) format.
But, when I re-open the same file in Excel, Notepad or WordPad, my values now have """TRIPLE""" air quotes.

Any words of wisdom or advice?
