Conditional formatting

Question

In the attached file I am trying to get the 3 icon set to properly reflect the appropriate symbols but they do not, if a number is 67% or above&nbsp;it should be the green check mark, between 33% and 66% it should be the yellow exclamation&nbsp;mark and below 33% it should be the red x but that's not what's happening.&nbsp; What am I doing wrong?
