Conditional Formatting won't change state on percentage value updates
I am trying to use traffic signal symbols to show the health of a projects item.
When I reference the cell that has a drop down and select a percentage of completion, the cell that is linked and has the traffic signal symbol stays the same color and doesn't change based on the percentage value selected.
Using Microsoft Excel 365 version 2102
Windows 10 Pro version 20H2

Better with sample, I could only make a guess that you miss percent formatting in the cell and percent of the value in CF rule. For example, if cell value is 80%, when color value which is more than 70% of the cell will be for values which are more than 0.8*0.7 = 56% in the cell.
