Conditional Formatting based on multiple cell values

I would like the cells in the blue column to change color if they fall below it's counterpart in the column to the right.  So for example the $1.31 would change color because it's less than $1.36.  I know I can accomplish that by creating a rule for each and every row, however I think there must be easier way to do it.  Is there? Thank you.

Select your range before you create the conditional format rule, or change the "applies to" in the conditional format manager to your desired range.
