Cannot run macros on excel. But same file would would work on my colleague's laptop. Macros are on.

Hello, I have an issue with an excel file. Macro is not running and all macros are enabled. I get following message. “Cannot run the macro “file name”. The macro may not be available in this workbook or all macros may be disabled.”
I reinstalled multiple times, I tried to fix the app online, I tried to restore from a system restore point before the installation. Nothing works. 
This issue is also happening on other colleagues' computers but on some the same file works. Screenshots and the file are attached.
