Can't use arrows (not scroll lock)

Hi, when I try to use the arrows within a cell to edit spelling and such it arrows over to the next cell instead. I have tried turning scroll lock on/off using the keyboard and the on-screen keyboard but this doesn't solve the issue. I am using Windows 11. I can't find an answer to this specific problem anywhere, since the usual fix seems to be the scroll lock.

To be sure - you stay on cell, press F2 (or double click), press any arrow key and it navigates you to another cell. Correct?

Yes, that is correct.

If this option is set

Up and Dwn arrows navigate on another cell, but Left and Right shall be within cell.
