Can't use arrows (not scroll lock)

Hi, when I try to use the arrows within a cell to edit spelling and such it arrows over to the next cell instead. I have tried turning scroll lock on/off using the keyboard and the on-screen keyboard but this doesn't solve the issue. I am using Windows 11. I can't find an answer to this specific problem anywhere, since the usual fix seems to be the scroll lock.
