Build Database with live connection

Hello Excel-Community,

I am planning on building a database with data from our ATS.

I am able to download data manually as csv, xls and xlsx. Also, I am able to have a live connection via HTML-Link.

I would like to have the connection with my query via HTML and was wondering, if there is a possibility, that I can setup my database in a way, where it always appends the data and updates if the status of a already safed data changed (e.g. date)?

And also, if data is deleted in our ATS, that it is not deleted in my database?
