Auto generate lists based on a table

I have a table, from which I need to Auto generate / populate a list based on multiple criteria. In the attached sheet 

 

Problem 1 - Autogenerate the unique lists from (Column B and D) from the Main table. On the basis of this newly created list, I am looking for all the unique Staff names (from Column C if possible or else from Column G2:J2) required in the corresponding office IN A SINGLE CELL


Problem 2 - Auto generate a List of Functions (column D) and sub functions (Column E) for each staff member (Joe (M13) , Perry (O13), Tom (Q13), and Steven (S13) based in Dallas (A22) office. Next to each staff member, I also need Time (column F) required by each one of them
