Add a watermark in Excel

I found a Microsoft article regarding a workaround for adding a watermark to Excel - found here: https://support.office.com/en-us/article/Add-a-watermark-in-Excel-A372182A-D733-484E-825C-18DDF3EDF009#ID0EAACAAA=Newer_versions.  The workaround works well.  However, I have found that the "picture" inserted into the header as described in the workaround is "behind" any cell that is filled with color (i.e., highlights), so is not visible in areas of a spreadsheet that have cells that are filled with color.  (See attached example.)  Is there a way to change a picture in the header so that it is visible over cells that are filled with color?
