access to excel shared file

I am sharing an Excel file with macros, when I activate it to open it on the desktop it appears that the user does not give me access, however, he shares the access to edit, when I log in through the cloud there is no problem but when I want to open it on my computer desktop is when it tells me that the user does not allow me to edit

Verify Permissions: Ensure correct permissions are set both in cloud storage and on the desktop.
Enable Macros: Ensure macros are enabled in Excel settings.
Check Sync Status: Make sure cloud sync is complete and up-to-date.
Update and Repair: Ensure Excel is up-to-date and repair if necessary.
Check Locks: Ensure the file isn’t locked by another user.
Safe Mode: Try opening Excel in Safe Mode to isolate issues.
Re-share: Re-share the file to reset permissions if needed.
