Change Root Site Collection to "modern" ?

i just created one subsite in my default root site collection, that is also modern Template

Interesting. Do you still get the "classic" Create Subsite dialog/page, where you type in the Name and the URL of the subsite, and then choose the language and the "Team Site" template in the Collaboration tab?
We're on full tenant first release (since forever), and I've just tried it again for our default root site collection, and two times (english and german template) a classic Team Site (the one with the quick links tiles and newsfeed webpart) was created.
Also I'm not aware how to "switch a template" from classic to modern for an existing Team Site. What I've done is to create a new modern page in the root site collection and have set it as "new Homepage" and added the News Headlines webpart manually.
