How long does it take to provision first release features
When turning on the First Release switch.
How long does it take the system to update everything for the tenant or the user?

It can take a couple of days. It's certainly not an immediate switch.
TonyRedmond thanks so what you say is there is no idea when it is fully first release.
Mark-Kashman would it be possible to get notified when the tenant is fully first release?
Simple. As you know, Office 365 is a massive multi-tenant structure, so administrative operations have to be scheduled and included in a workflow. It just takes time for any workflow operation to be set up, executed, and effective. Something might take a day, or it might take 3 days, or then again, it could take a couple of hours.
